Von der Leyen lauds “dynamic new era” in EU-India relations as Modi visits Sweden
European Commission President Ursula von der Leyen and PM Modi met in Gothenburg alongside Swedish PM Ulf Kristersson at the European Round Table for Industry, where von der Leyen reiterated the commitment to finalising the EU-India FTA by year-end. Modi, addressing European and Indian business leaders, said the meetings would “deepen investment linkages between India and Europe.” The Gothenburg stop came as part of a five-nation tour — UAE, Netherlands, Sweden, Norway and Italy — that marks Modi’s first European visit since the January 2026 FTA announcement.

Modi’s Europe tour: FTA momentum, investment pact and the road to Brussels
PM Modi’s five-nation European tour — Netherlands, Sweden, Norway and Italy in four days — was designed to exploit momentum from the January FTA announcement before the agreement enters the slow grind of legal scrubbing and Parliamentary ratification. In Gothenburg, von der Leyen set a year-end deadline for the formal signing. India’s commerce ministry is pushing for the formal text to be ready by September so that Brussels ratification can begin before the European Parliament’s winter recess.

India-Netherlands semiconductor pact: ASML’s shadow over The Hague talks
With bilateral trade at USD 27.8 billion and Dutch FDI in India at USD 55.6 billion, the Netherlands is now India’s second-largest European trading partner. Modi’s meeting with Dutch PM Rob Jetten focused on semiconductors, green hydrogen and water management — and ASML, the world’s sole maker of extreme ultraviolet lithography machines, loomed large. India’s semiconductor mission needs Dutch equipment expertise, and the Netherlands needs supply chain partners that are neither China-dependent nor US-restricted.

EU-India FTA’s missing piece: investment protection agreement remains unresolved
The Investment Protection Agreement that was meant to run in parallel with the EU-India FTA has yet to be agreed. Lawyers at the Commission privately describe the FTA as a “torso” without the IPA — especially given that the EU’s bilateral investment treaties with India were superseded once negotiations opened. For European firms planning major capital deployments in India, the absence of investor-state dispute settlement provisions remains a significant deterrent that the enthusiasm around the FTA has not resolved.

FTA climatique UE–Inde: moins contraignant que prévu, plus ambitieux que possible
The FTA’s sustainability chapter contains fewer binding climate commitments than any recent EU trade agreement — generating quiet unease in the European Parliament’s Green and left-wing groups. Unlike the EU-New Zealand deal, there is no enforceable Paris Agreement mechanism. India rejected the EU’s standard model, seeing it as regulatory leverage in disguise. European climate NGOs have already begun lobbying MEPs to condition ratification consent on India making additional climate commitments before the formal signing.

EU Parliament ratification: the six hurdles between the India FTA and its entry into force
After legal scrubbing and translation into 24 EU official languages, the FTA faces a complex ratification road: Commission proposal, Council qualified majority, European Parliament consent vote, and — for investment provisions outside exclusive EU competence — potential ratification by all 27 member parliaments. The EP’s INTA committee is already scheduling hearings, with MEPs from agricultural member states, the Greens, and the left raising concerns on pharma IP, climate, and labour standards.

Das FTA und die deutsche Industrie: Hoffnung, Ungeduld und ein langer Weg bis 2027
German industry has waited two decades for this agreement and is determined not to wait another year for it to enter force. The BDI and VDA lobbies are pressing for provisional application of trade provisions as soon as the text clears legal scrubbing, rather than waiting for full Parliamentary ratification which could drag past 2027. German auto manufacturers, who face India’s 100% import tariff on cars, are watching the tariff reduction schedule most closely.

India’s steel exporters warn CBAM will offset FTA gains unless MFN clause is activated
India secured a most-favoured-nation clause under the FTA ensuring it will not be treated worse than other countries under EU carbon rules — but the steel industry says the clause is meaningless without operationalisation of the technical cooperation on carbon pricing recognition. CBAM costs on Indian steel, aluminium and fertilisers are estimated at $2–4 billion annually once the mechanism fully kicks in. New safeguards from mid-2026 will also halve existing steel quotas and impose 50% tariffs on out-of-quota volumes.

India-Nordic summit in Oslo: technology, Arctic security and a post-FTA energy agenda
The third India-Nordic Summit in Oslo brought together PM Modi and the leaders of Norway, Sweden, Denmark, Finland and Iceland for talks focused on technology, renewable energy, defence, space and the Arctic. Norway’s offshore expertise and India’s growing energy import needs made energy security the summit’s most substantive thread, with a bilateral MoU on offshore wind cooperation signed on the margins. Modi’s meetings in Norway and Sweden also added Arctic security coordination to the EU-India agenda.

Modi-Meloni summit: Italy and India deepen IMEC cooperation and industrial ties
PM Modi’s final European stop in Rome saw Italy and India agree to “take forward” the India-Middle East-Europe Economic Corridor initiative, with Italian Deputy PM Tajani confirming both sides’ commitment to IMEC as a strategic infrastructure project. Italian firms in precision engineering, luxury goods and specialty chemicals are actively lobbying for FTA implementation provisions that recognise Italy’s existing joint ventures in Gujarat and Maharashtra.

EP’s INTA Committee to begin India FTA hearings as Green and left groups flag climate gap
The European Parliament’s International Trade Committee is scheduling its first public hearings on the India FTA ratification, with MEPs from the Greens-EFA and the Left Group already signalling they will push for amendments linking Parliament’s consent to additional climate commitments from New Delhi. Rapporteur selection will be a critical early signal: a centrist rapporteur will accelerate ratification; a Green rapporteur would inject months of additional negotiations.
